
The Union government has approved a one-time interest-free working-capital loan of ₹50,000 per barn for Flue-Cured Virginia tobacco growers in Andhra Pradesh. The Commerce Ministry announced the measure on September 25 under the Interest-Free Working Capital Assistance Scheme. It described a proposal covering approximately 44,000 growers, with financial intervention of about ₹220 crore.
What the announcement provides
The ministry said the assistance is proposed to reach farmers through direct benefit transfer. Its stated purpose is to provide liquidity amid changing global market conditions. DD India also reported the approval and its working-capital purpose. The measure is a loan, so it should not be described as a grant, a debt waiver or a new guaranteed price for the crop.
The announcement identifies a per-barn amount, rather than a universal payment for every agricultural household. It does not set out an application opening date, a repayment schedule or the full list of documents in the release. Those practical details will need to be checked in the implementation instructions from the responsible authority.
Marketing context
The official account says auctions for the 2025–26 Andhra Pradesh crop began on March 25 and that roughly 100 million kilograms had been auctioned by the announcement. It links the intervention to shifts in demand and international trade conditions. That context explains the government’s stated rationale, but it does not establish the sale price or borrowing position of an individual grower.
For farming communities, the useful questions now concern eligibility, how a registered barn is treated, the route for receiving the loan and the obligations attached to it. Growers should seek written scheme instructions through the Tobacco Board and relevant official offices and retain acknowledgements for any application or payment.
Approval and disbursement are separate milestones. This report does not assume that all proposed beneficiaries have already received funds. Subsequent official data on sanctioned and transferred assistance will show implementation progress. The public-policy significance is the use of targeted working-capital support for a defined group of growers, whose actual benefit will depend on delivery and the terms formally communicated to them.
